Assistance with voter registration
Olga V. Figueroa Zapata County Public Library, in compliance with Texas Election Code §20.092, is a site where patrons may complete and submit a voter registration application upon application for or renewal of a library card. Staff will provide the same degree of assistance that a library would provide to a patron completing library forms, including bilingual assistance, according to TEC §20.005.
Library staff will ask every patron who applies for or renews a library card if they would like to register to vote. Patrons will be informed that librarians can provide nonpartisan assistance to them, and that upon completion of the voter registration application, library staff will submit the completed voter registration application personally to the voter registrar of Zapata County, as required by TEC §20.035.
The library will not keep or supply a declination form if the patron declines a voter registration application, as permitted by TEC §20.093.
If a patron requests to update their information on record upon renewal of a library card or in any other instance, the staff member will require that they update their voter registration and supply an application to make the necessary changes.
Upon receipt of a voter registration application, library staff will review it for completeness in the applicant’s presence. If the application does not contain all the required information and the required signature, library staff will return the application to the applicant for completion and resubmission.
If a question arises concerning voter registration that library staff cannot answer, the staff member will provide the toll-free number for Elections Division at the Office of the Secretary of State (800-252-8683) and the telephone number of the voter registrar to whom registration applications are submitted within the county: (956) 765-9915, the Zapata County Clerk’s Office, as outlined in TEC § 20.008.
